Electric blue eyeliner on brown skin?

I’m thinking about buying this eyeliner, I do not know if it would look weird with my skin. My eyes are really deep brown but not quite black. My skin is sorta cinnamon colored, with red / gold-ish undertones. (Think: Zoe Saldana meets Russell Simmons). Anyway, this would look weird with my skin and dos anybody know of any tutorials that show how to best wear it? Here’s a picture of the liner!
