Depends on your skin tone to be honest.
If you have fair skin, then a lighter blue eyeliner would look good.
Dark eyeliner on fair skin with blonde hair can look too much.
If you have darker skin then depending on the tone, a darker color like midnight blue would be fine. Try different ones on and you’ll be able to tell what looks too over-the-top. Hope this helps! =]

What color are your eyes? That is a big factor. If you want to see how different colors look, go to the marykay.com website and use the virtual makeover. You can even load your own picture to see exactly how things work together.

To make your eyes pop if they were blue, i would use an opposite colour to blue, like green eyes normally use brown, but for blue eyes it works too, just experiment !

mix it up wear different shades of blues like dark blue, light blue, medium blue..but also try different greens. wear like greenish on the top, and bluish on the bottom, and wear like blueish eyeshadow with it..it sounds really wierd but it looks SO good i swear!!

Depends on your eye colour as well. I’m blonde with blue eyes, I have fairly pale skin, and brown eyeliner looks the best on me.
However, my friend is also blonde and somewhat pale, but she has brown eyes, and she wears a shimmery grey eyeliner which looks AMAZING on her.
But do not use green eyeliner, it looks horrible on anyone I’ve ever seen it on.
blue or small amounts of really, really concentrated black, but if you use the black use very very little just enough to accentuate the eyes. or you could try doing blue on the top and in the corners and black on bottom, it will make the blue stand out and make your eyes pop. i hope that helps. good luck!
