Extreme painful. There is a lot of nerves there that are very sensitive. So many artists will not do a neck tattoo as a first tattoo due to the pain level.
Honestly, if you have no pain tolerance, that sounds like a terrible idea. Tattoos are already painful (think-needle puncturing and injecting dye over and over again into your skin), but if you truly want one there, I would take a few advil 2 or 3 hours before hand and put a topical numbing gel if possible over the area (obviously you would have to wipe it off before getting the tattoo). But if you really doubt you can take the pain, try getting it on an area with more fat. The areas with more fat are much less painful because they give a little bit of cushion. The areas with little fat (aka your neck) are going to be much more painful.
I have an extremely low pain tolerance and I had a 2 hour sitting on my ribs as my first tattoo. The tattoo artist told me that the ribs and feet are the most painful places to get done, and after the first 10-15 minutes, you get used to the pain and learn how to deal with it. You might be better asking the artist who you want to be getting the tattoo done by and asking his / her opinion as they are the experts.
